THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $60,889 – $70,022.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection conducts more than 55,000 investigations of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. In early care, ACS coordinates and funds programs and vouchers for close to 100,000 children eligible for subsidized care.

The ACS Payroll Office, located in the Office of Human Resources, is responsible for furnishing timely and accurate payments to more than 7,500 ACS staff on a biweekly basis. The Payroll Analyst will join a team which is dedicated to ensuring all staff are paid on time and correctly. The Payroll Analyst plays a pivotal role in calculating payments, responding to inquiries, identifying errors, reporting errors to the proper HR unit, and ensuring corrections are made to the employee’s record.

The primary responsibilities of the role include, but are not limited to the following:

Review Payroll reports in the Payroll Information system (PI), Report Management Distribution System (RMDS), and Payroll Management System to ensure accurate bi-weekly payments to staff.Review Leave Status reports to process accurate payments to staff on extended leave.Compute managerial and non-managerial lump sum payments.Compute retro-active payments to staff as a result of title changes, salary adjustments or contractual general wage increases.Audit payments to staff, identifying overpayments, processing recoupment of overpaid funds.Collaborate with various units within HR such as Timekeeping, Employment Services and Compliance to ensure timely and accurate payments to staff.Assist with batching and distribution of paychecks.Provide customer service to ACS employees by responding to payroll inquiries, researching questions, and bringing issues to resolution.Compute Grievances as a result of salary adjustments.Process stop payments for employees not entitled to Bi-weekly payments.Assist with mailing payroll checks.Assist with refunding checks.

Minimum Qualifications

A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; orHigh school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; orEducation and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

The preferred candidate will possess the following: – Excellent analytical and problem-solving skills. – Excellent written and verbal communication skills. – Highly detail oriented. – Ability to work independently and with a team. – Ability to manage and complete multiple projects within set deadlines. – Ability to communicate technical information to a non-technical audience. – Ability to learn new skills in a fast-paced work environment – Proficiency in Microsoft Office suite, particularly Word, Excel and Access. – Proficiency in basic arithmetic. – Knowledge of City of New York Payroll, Timekeeping or Personnel procedures a plus. – Prior experience in payroll, accounting, auditing, bookkeeping, payment services a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
